There is gross indiscipline, particularly on the Zanu PF side. They are not used to any form of performance management and the new way of doing business in government exposes the Zanu PF ministers quite badly.
The principals should draft performance management rules for cabinet. This should include setting up a panel to review performance for each minister. Non-performing ministers should be fired and not moved elsewhere as previously done.
This is what happens in companies and that is why most of them succeed.
