GNU note to Zuma on outstanding issues

ON August 4, President Robert Mugabe, Prime Minister Morgan Tsvangirai and his deputy Arthur Mutambara met in the capital to review the implementation matrix for the agreed outstanding issues of the global political agreement (GPA).

In a note written the following day by Mutambara on behalf of the principals to Sadc facilitator and South Africa President Jacob Zuma, the deputy premier said they had reached consensus on how to deal with 24 of the 27 outstanding issues of the GPA.
“What is critical now is the expeditious, efficient and effective execution of these settled issues. Of the three unresolved issues, the principals are seized with the matter of the way forward,” wrote Mutambara.
The unresolved sticking points are on the rehiring of Reserve Bank of Zimbabwe governor Gideon Gono, appointment of Attorney-General Johannes Tomana and the refusal by Mugabe to swear-in MDC-T treasurer-general Roy Bennett as Deputy Agriculture minister.
Below is the implementation matrix for the issues settled by the three principals to the GPA.
