THE High Court in Bulawayo is today set to rule on the application in which Arnold Payne, a leading campaigner for the piping of water from the Zambezi river to Bulawayo, wa
nts Matabeleland Zambezi Water Trust (MZWT) chairman Dumiso Dabengwa to authorise an audit into the Trust’s funds.
Payne, a member of the MZWT general assembly, in his affidavit filed with the High Court in Bulawayo on June 4, said the board should institute the audit as agreed at a general assembly meeting of December 4 1999.
The other respondent in the case is Kotsho Dube, the chairman of the general assembly.
During the general assembly meeting, it was agreed that an audit should be set up to look into media allegations of abuse of MZWT funds by senior members of the board while on business trips overseas.
The reports claimed that Dabengwa and an MZWT official, Sarah Ndlovu, abused MZWT funds while on an overseas trip.
“Despite the elapsed period of 40 months, those delegated and charged with the task to ensure that this resolution was implemented have amply demonstrated a dereliction of duty by not carrying out their mandate solemnly made and solemnly delegated,” Payne said in his application.
The Bulawayo City Council has also called for an audit into the MZWT funds after allegations of misuse by senior MZWT members.
